Yes, there is an internal clip retainer. It takes a special tool, or you
can make a shim to do the same thing. I think the tool cost around $8-$10.
I made a plastic shim and use it when ever I need to disconnect the line.
It isn't hard, just takes a little time.

1996 Dakota 3.9 v6. (throttle body)

I am attempting to remove the fuel line where it attaches to the injector
manifold. I removed the outer clip but there appears to be an internal clip
of some sort holding the connection together. From looking at a manifold
that has the line removed it appears that this internal clip is made of
plastic. Does this reqire a special tool?
