For lack of a better description, its basically a rubber mounted
weight. Also known as a harmonic dampener. It would be located
behind the crank pulley (the crank pulley will probably attach to
it). Yes, it will look something like a pulley, but without the
grooves.

A hot tank is generally found in an industrial environment; machine
shops, etc. As its name implies, the liquid is heated. Also, it contains
a caustic solution. An ordinary parts cleaner such as is found in many
home garages, etc. just contains ordinary parts cleaner and solvents. If
the FSM says not to use a hot tank, then you probably shouldn't.
