It's intentional, so that people don't run the tank dry. If I fill up
when the idiot light first comes on, it never takes more than 16-17
gallons. I don't think I've ever put in more than about 18.5, and
that's when the needle is sitting over the E.

Aside from the obvious reason (preventing people from running out of
gas), it's also not good for the fuel pump for the tank to be run
really low.
