No. MacOS X and OpenOffice.Org 1.1 and greater have the ability to
write PDFs themselves, without the need for any Adobe application.
Adobe does not have a lock on creating PDFs. Nor reading them. There
are also numerous ways to create PDFs on UNIX/LINUX/BSD systems, who
tend to use PostScript as their preferred format (just run a converter).

  Some of those have been ported to Windows as well (GhostWriter),
allowing any Windows app to cut a PDF for free if you're willing to go
through setting it all up.
