Yes and yes. UHaul may refuse you, however - not sure what their policy
is on bumper hitches. I have one across the street from my apartment
(literally) if you want me to ask tomorrow for you.

Is that the biggest one they offer? Speaking from experience, unless
you *know* that you'll be able to fit everything in a smaller trailer,
go for the big one.

The wiring you can get at any auto parts store but UHaul will also
require you purchase an adapter for that plug to mate with theirs.

For the $150 in parts and 20 minutes of labor (with help from a friend),
picking up a Class III/IV 2" reciever hitch isn't a bad idea. Overkill
for this application but then you'll have it if you need it later.
