First off, if you need 4LO, no chance you can safely be doing 25.
Second, if you can safely do 25, you'll probably rip up the drivetrain.
  And third, do the math on the RPMs. A 31" tire turns 650 times per
mile. Multiply by rear end (let's use 3.92:1), the transfer case
(2.72:1), and we'll be real generous and figure you're in 3rd gear
(1:1). That results in 6930 engine revolutions per mile. At 30 MPH,
that's 3500 RPM and just think about all the torque you're punishing the
drive components with. If you're in 1st gear (2.74:1 on a 46RE), you're
doing 19,000 engine revs per mile, or 9500 RPM at 30 MPH (only slightly
less for 25MPH, and not even in the same timezone as your redline).

I always was at a full stop with my '99 when I went into 4LO. Got into
4HI while rolling, then stopped, put the tranny in N, and pulled the
lever right to 4LO nonstop.
