A standard, handheld GPS device does not send out any signal (with the
exception of the Garmin "Rhino" radios and other specialized devices).
Nothing to "block" unless you don't want it receiving signals from the
GPS constellation, and nothing to detect.
Many cell phones are now equipped with a pseduo-GPS setup to help 911
operators locate you. It works in conjunction with the regular cell
triangulation that they've been able to do all along.
GM's OnStar and similar systems may or may not "phone home" on their own
or when commanded by the home office.
Need to know more about what you need to know before I can give you a
solid answer.
