HELP!!! Need info on the viscous fan

help:

I had my viscous fan seize up on me. Now it rotates at the crank speed no matter
how high the RPMs get. It makes a loud sound and a not so pleasant 'drone' sound
when I'm crusing on the highway.

Anyway, its '92 V8 with A/C . A guy says he can fix it for $175 parts & labor. Is
this too much?

Also whats involved to get the fan replaced. Is it something I can do. I have
a limited amount of tools.
