You can answer that one yourself; can you cite an application where it's
appropriate to run the injector static?

To make sure one is comparing apples to apples, injectors should always be
listed as xx lbs/hr @ 3 Bar(or whatever pressure you flowed them at) and xx%
duty cycle. Without the full picture it's easy to get confused and then you
end up with people adding 30% fuel delivery to an application that doesn't
need it.
