95 3.9 no power

Hopped in the truck today, and lo and behold there was absolutely no
power. The engine won't rev above 3000 standing still, and it likes to
big down at wide open throttle while driving. While I was parked and in
neutral, the shift light came on and the MIL lit up with code 15. Any
ideas?

    95 2WD 3.9L
