Thanks Mike. I need to get a manual and check I guess. Sorry I was hoping
to avoid the ASCII art but the S bracket that came with the kit that is
supposed to attach to the bumper somehow is shaped like this:

The S bracket is attached to the bottom of the frame and the C bracket is to
raise the bumper mounting point up 3 inches. Anybody out there got a '03
that would mind taking a look for me? Does anybody have any ideas on what I
might check on for the binding?

On my '98 there are 8 bolts holding the front bumper on. there are 'wing'
brackets on each side that support the corners of the bumper, and those bolt
to the sides of the frame horns, and there are 2 bolts on each side that go
in from the top right at the outer edges of the grille.
Not sure about that "S" and "C" thang, nor on the steering - but my usual
assumption is that Binding Is Bad....
