T-stat and gas mileage

I was talking to the mechanic at my local Dodge Dealer and told him that I
put a 180 t-stat in my 97, 318, and he said that the engine will never heat
up to normal operating range and therefore always use more gas than it
should. Is this bunk or maybe a little bit of truth to it? I told him that
it's proven that the Magnum engines run more efficiently at cooler
temperatures and he said he's never heard of that before.
