5 years ago, it was a $500 rebate. The only paperwork needed was proof
that I had graduated, or was more or less guaranteed to graduate (in my
case, I bought 2 months before graduation, so I gave them my previous
semester's grades and my mid-term status).

Details should be on the website. If it's still a rebate, your brother
should get it regardless of any other deal going, just like any other
rebate. If you can't get the info off the web, keep pressuring the
dealer for the information - preferably official info, printed.
