Put a scanner on the vehicle and watch the governor pressures. Should be
0-1psi at idle and (when in "D")...should match the speed up to 30mph (1mph
= 1psi). If it fluctuates any, the governor pressure solenoid is bad
(change the transducer while you're at it - will require removing the trans
pan so might as well change the filter).
TPS can cause this but only with "hunting" for gears while in OD and at
light cruise.

I should have mentioned that it shifts just fine through all gears and into
overdrive if I don't race up to speed. This problem only happens when I
step on it and only at the higher gears. I just have to let off the gas a
