When you turn on the switch, can you hear the motor itself running? My wipers
failed a couple years ago, but it was a little rubber bushing that holds the
arms to the motor. Mine rotted out. I snugged it down with some O-rings I had
laying around for faucet repair. Later I found out that NAPA sells the bushing
as well, but I was in a little bit of a bind at the time. You have to take the
cowling off to get to it.
