That's true on my OEM grill on my 99 as well. So, if anyone has one I'm
still looking. Seems like most of the ones from the wrecking yards in worse
shape than mine.

The Black insert on the Gen-III Grilles can be removed by carefully cutting
away the black tang on the back of the grille........(it looks like it was
melted to hold the insert in place)
A small dremel tool and some careful steady hands will Free the black insert
from the grille surround...
I did this with the grille on my 01' to install the Speed Grille inserts....

The black insert arent removeable. They come from the factory that way
unless that is they are doing new parts but the original oem grills for 99
had the non removeable inserts.
