To my understanding, there are certain offenses that are enough to pull
someone over and there are some that are not. Until recently, they couldn't
pull you over for not wearing a seatbelt, now they can. I've looked into it
(and talked with a few officers) and have been told that you have to be
doing something else as the primary reason to be pulled over. The tinting
ticket would be an extra bonus as long as you're already on the side of the
road.
