ABS Engages on Dry Pavement

I have a 98 2WD Dak with 4-wheel anti lock brakes. When I am coming to a stop
(<5mph) the ABS will kick in and the truck will coast for a 5 extra feet before
stoping. I get no ABS light and the truck stops fine at higher speeds. Any
ideas?

I have unplugged and plugged the ABS sensor connectors and that did not help.
