I have a 2000 Dakota with 4 wheel ABS; the ABS and Brake lights on the dash
are on all the time.

Have you tried stepping on the brake and seeing if you have brake lights? I
know that when the ABS light AND the brake light are on, it can indicate a
blown fuse for your brake lights. Usually if it is an ABS problem, only
that light comes on.
