That's your auxliery fan. It kicks on when the AC compressor is on or when your water temp gets to about 220.
On my 4.7L I pulled the normal clutch fan off to save weight, gas and HP. Then I ran a wire from the fog light switch to the Aux fan trigger to manually turn on the electric fan (it'll still come on automatically if the temp gets over 220 or AC is on). The E-fan is mighty powerful (as you can tell by the noise), the engine cools faster using the E-fan only that it did before with the clutch fan. The temp will only raise to 220 when I'm ideling. This might not work on a 5.9 though, as they make a lot more heat.

Hey everyone,
I bought a 2003 R/T a couple months ago. When I bought it I noticed that it has
both a clutch fan attached to the water pump, and an electric fan.
Now that the weather has warmed up, and I'm starting to use the A/C, I've
noticed that the electric fan kicks on whenever the A/C is on. Is this normal?
The fan is annoyingly loud.
