Try giving the latches a good cleaning and re-lubrication. I'd be willing to
bet that over time all sorts of crap has managed to find its way into all the
grease/oil and gum up the works.
You could also check your bumpstops. They may be too thick. When it's cold
enough, they could become firmer and not compress as much to let the tailgate
latch.
