No, there were some other minor differences...for instance, the Windsor used
the full size spark plugs and the Cleveland used the smaller spark plugs due
to the headers being slightly bigger.

I have no clue. Of course my understanding was the difference between
the two 351's was just where they were made. I could be wrong though.
