I haven't posted in quite a while but since no one seems to know what this
is for I thought I would add my experience with this piece.
When I installed my P/A body lift kit on my '03 quad cab 4x2 the
instructions stated that this was to be removed and that towing with the
bumper was no longer an option because of removal of this part. No big deal
to me since I had the tow package anyways.
Back to lurk mode.

Good analogy but I don't see that applying to the automotive industry. With
the agressive bean-counting going on with auto manufacturers today I have to
doubt that is serves no purpose. Odds are it costs a few dollars, and if
they put it on the many many thousand QC trucks that adds up. If it didn't
serve a legitimate purpose it would have been removed already purely for
cost
savings.
