Take a look at for some details of the process. Still kind of "infomercialish"

I remember hearing about it many, many years ago in Canada but
links in my memory banks have faded :-(

The CounterAct product was introduced at the SEMA show in 2001.
The reviewer was impressed by the technology which covers every part
of the vehicle that is grounded electrically to the body, and by the depth
of the testing done by independent labs and by the number of positive
experiences CounterAct customers had had. One industrial application
reported that life of its equipment increased from 18 months to 43 months.
The benefits of the product are best realized in corrosive environments.

My guess is that the product never caught on in the States (where it was
patented in the 1980s, I think) because of the lack of demand. High demand
for rust protection seem to concentrated in the northern areas bordering along
Canada, which aren't that highly populated. As for Canada, if it doesn't catch
on in the States, it's not likely to catch on here.

IMHO, it's not the end-all be-all rust protection product but it does seem to be more
than just hype.

Just out of curiosity, how does Canadian Tire fit into this?
