Driving with just the parking lights is not legal everywhere. I know
that it is not in my home state, Oregon. I also can say from
experience that when driving on a lonely two lane desert road or in
heavy rain it is a lot easier to see on coming traffic, especially
when making the decision to pass someone, if they have lights on. But
on the other hand, in normal commutes or on the freeway it doesn't
seem to do as much. Again, I am only speaking from experience and I
have seen no numbers to support this.
