The PCM turns the fan on based either on A/C or temperature. The blue wire
with pink tracer should go directly to one of the PCm connectors. All the
PCM does is closes the ground circuit to flip the relay. So you either have
a bad wire between the relay and the PCM(my guess) or a bad PCM. In my
case, I actually bought a new PCM thinking my PCM went bad, but I still had
the code with the new PCM and my fan still didn't work on it's own. That is
why I just left the manual switch hooked up until I replaced the stock fan
with a better aftermarket SPAL fan designed to bolt into the stock location
using the stock e-fan mounts and fits under the stock fan shroud. Most
aftermarket fans require you to remove the stock shroud and find different
reservoirs for the overflow and washer fluid. If you want to remove the
stock shroud since it cleans up the motor a lot. The '97-'99 style washer
fluid reservoir will bolt into the '00s in the same location as the
'97-'99s, but you will have to extend the wires for the pump and level
sensor. And if I remember correctly, the '00 pump won't fit the '99 washer
fluid reservoir. It's one way or the other, can't remember which one can be
used for both reservoirs. And you can buy any cheap recirculating overflow
reservoir to use. I have a JAZ brand one from Jegs that works good. Just
have to find a mounting location for it.

Ok, Thanks to Brian I was able to confirm my electric Radiator fan works.

So what turns it on?

I would like to fix this correctly.

I cleared the code but of course it comes back even with the fan running by
jumper.
