You never got that response from the non-5star dealers because they aren't
5-star dealers and the surveys don't mean shit to them. For a 5-star
dealer, the survey is a large part of them keeping their 5-star status. For
a dealer that doesn't have the 5-star rating, they don't sweat surveys
because they can't lose anything from bad surveys.

I've been more impressed with non-5-star dealer service than 5-star
service. I've walked away from at least 2 5-start dealers feeling like I
needed a shower after getting a speech from the service manager that
went something like this: "you might get a survey in the mail about our
service, this is what it looks like. If you can't give us a perfect
score right down the page here, you call me and we'll talk about what
needs to be done to change that." - Sorry pal, my response to the survey
is going to be based solely on the service I received, you can't buy it
from me after the fact. *Never* got that speech from a non-5-star.
