When cold, the viscous coupler (clutch) will be somewhat loose to turn (will
spin about 1/4 turn by hand). Once it's at operating temperature, it will
become much more stiff and lock to keep the engine cool. If it's very loose
or locked up all the time, it's bad.

I'm going to assume you mean your electric fan. Do you have your AC or
defrost on when you are checking it?? The fan will run all the time when
either the A/C or defrost positions are selected on your hvac controls.

No, the clutch fan on the engine. Is it strictly mechanically temperature
controlled? If so, I guess I am probably looking at replacement.
