Throttle stuck after TB cleaned

Well, like it says, I'm having problems with my throttle "sticking". I cleaned my TB like I do about once a year, so I've done it a couple of times before. When I put it back on, and start it up, it's fine. The throttle pedal feels hard to push through, and when I do give it some gas, it revs up, but won't come down. I can go to the TB itself and move the throttle controller itself to get the revs the lower, but that's the only way. If the Dakota is off, the pedal feels like normal. Did I put the TB back together wrong (it has the 3 components that go on it - TPS, etc)? I've looked at all of the linkages, and everything looks like it's hooked up fine. If I rev it at the TB itself, same issue, but again, I can force it to lower, but won't do so on it's own.....
