Sounds like you "cleaned" all the lubrication off the throttle blade shaft.
Get some anti-sieze and work it into the bushing in the center of the TB
between the blades. You will have to open the blades, and there will be
just a little side to side play so you can put on some of the anti-sieze and
then work it in wiggling the shaft back and forth. The reason it only stick
with the engine running is the vacuum from the motor puts extra force on the
throttle blades which causes the shaft to bind more than with the engine off
and no vacuum.

Well, like it says, I'm having problems with my throttle "sticking". I
cleaned my TB like I do about once a year, so I've done it a couple of times
before. When I put it back on, and start it up, it's fine. The throttle
pedal feels hard to push through, and when I do give it some gas, it revs
up, but won't come down. I can go to the TB itself and move the throttle
controller itself to get the revs the lower, but that's the only way. If
the Dakota is off, the pedal feels like normal. Did I put the TB back
together wrong (it has the 3 components that go on it - TPS, etc)? I've
looked at all of the linkages, and everything looks like it's hooked up
fine. If I rev it at the TB itself, same issue, but again, I can force it
to lower, but won't do so on it's own.....

97 CC SLT 5.2L
