There's something not quite right - agreed. But I have seen these vehicles
range in mileage...anywhere from 16-24mpg (turbo and N/A). Fuel grade and
quality has a lot to do with them as they are that picky.
Average for a friends (modified) PT Turbo (that was running high 13's):
23mpg hwy/18city.
Alignment, bad half-shafts (PT's are known for this), low tire pressure, and
driving style has a lot to do with the mileage.

While I'd take a look at the plugs, just to see if they somehow got the gap
closed up during installation, I can't believe that a car with only 14K
miles would already need plugs or wires. We've had a 2.4L and a 2.7L (V6)
Stratus and both have always gotten better mileage than the EPA rating...and
better than you're getting...even with race events thrown into the mix.
Likewise for my '00 Grand Cherokee, 4.7L V8, which does better than your
little 4-banger...both in town and highway! :)
While I won't bore you with details, I also had a 2.2 Turbo Laser for 14
years and never had such low mileage with it.
While its difficult to diagnose your problem through email, you might want
to make sure you don't have a caliper hanging up and causing a lot of brake
drag (or a partially on parking brake). Jack it up and see how freely the
wheels spin. Beyond that, it might be either the way you drive or the
PCM/O2 sensor isn't doing its job. Even normal maintenance items shouldn't
be an issue at your mileage. -shrug- :)
