Looked at the code:

Scary - the PA minimum brake lining thickness allowed is LESS than
Manufacturer spec. So they're basically letting vehicle with less than
minimum spec drive on the roads. No wonder the brakes last so long - scary.

     (viii) The bonded linings are less than 2/32 inch at the thinnest
point.

     (ix) The riveted linings are less than 1/32 inch above rivet head at
thinnest point.

They do pull the tires off to measure the brakes, but I doubt they
disassemble the brakes. The inspection receipt (at 61k miles) confirms that
all four wheels were pulled and reports the following
measurements: "LF12B LR15B RF12B RR15B". I don't know what "12B" and "15B"
mean, and whether it really is "plenty".
