Well that did it! I just cut off the zip tie, moved the boot out of
the way, sprayed a liberal amount of silicone spray lube in there
(should be okay for the boot), wiped off the excess, put the boot
back, and put a new zip tie on. Didn't even have to turn a wrench.
That seems to have taken care of the problem. It was at its worst
when navigating around parking lots with lots of turning, stopping,
and starting. I did some test drives around some parking lots and the
rattle feeling in the steering wheel is gone now.

Thanks for the help. That's probably the last thing I would have
checked. I'd have been out there monkeying around with the tie rod
ends or control arm bushings.
