If it's just the rack dragging, my obvious cure would be modify the rack.

I'm going to assume that the part which goes in the receiver is rather long and that the rack sticks entirely aft of the part that goes into the receiver.

You can likely lop off several inches of the part that is received, drill an new hole and solve the problem for no cash and only a little bit of work.

Granted if you don't have a compressor and wizz wheel, this might not be very easy.

On my truck the bike rack uses a ball to hold the "receiver" part and this was way too tall so I trimmed it down and redrilled the rack part to fit. Otherwise I wouldn't be able to open my tailgate.
