I would assume they add them up. Your total emissions is what comes out of
both tail pipes. Same if you have true dual exhaust. If you only sniff one
tail pipe, it would be like having a massive leak in the muffler (which I've
"heard" lowers your numbers and can help you pass.... not that I've ever
tried that....)
