Could be, but the loud click makes me think that the relay is ok, and the
solenoid is pulling in to engage the starter. I haven't had to deal with a
worn out starter solenoid in a Dakota, but my old truck (Isuzu) used to wear
out the contacts in the starter solenoid and produce exactly these symptoms.
There's a local shop here that does starter and alternator rebuilding, and I
used to be able to buy replacement contacts from them for about $20. Then it
was just a matter of spending a day pulling the reinstalling the starter.
The FSM doesn't show the starter being disassembled, so I can't tell if it's
similar to the Nipondenso unit my Isuzu had. The operation description sounds
similar, though.
There's a couple of pages in the FSM on bench testing the starter. You might
pull it and find that it's fine. Or you might find that it's dead, and you're
halfway done with replacing it.
