Do you have a way to post some pictures of these wheels somewhere or are they already posted online? That would probably help tremendously with the identification.
However going from your basic description they sound like regular Dakota steelies from a 4th gen truck.

Stamped on the inner part of the rim near the lip::
15X8.0 J. J. DOT CT&W 12 20 2006 L G I.D.
I'm satisfied that the DOT = Dept of Transportation
" " " " 12 20 2006 is the date of mfg
" " " " 15X8.0 is rim radius & width
They are Black. Not flat - not real shiny.
The rest is a mistery.
Any help appreciated.
