Since we didn't even get what material the wheels are made of, it's just a guess but it sounds like he is describing the plain steel wheels used on base models and as full size spares...

Did they have maybe some type of blackout option then, black bumpers,
wheels, etc? I'm pretty sure the Ram had one, Night Runner I think it was
called? 8" sounds too wide for basic wheels.
