Overdrive transmission problems

My 93 Dakota V8 with A518 overdrive automatic
has a MAJOR problem. The overdrive has gone out.
I've been told this is common because a design
flaw doesn't allow enough fluid to the OD portion
of the trans. It'll cost me $1,200 - $1,800 to
fix. My truck has 82K miles, so no warranty. Has
anyone had experience with this problem? It's
been suggested to pursue this with a dealer. If
it's a common problem, Dodge may work with me.
Any comments?

Also, my mileage (before the above problem) has
never been better than 15 MPG since I bought the
truck (used with 60K miles). Any suggestions?

I'd really appreciate a note from someone who can
help.
