If you have cruise control it will not work if the speed/distance sensor is
gone. If the cruise is working ok it is likely not the speed/distance sensor.

The problem you describe is much more pronounced with a manual transmission
than an automatic. When the speed sensor is dead and the throttle position
sensor detects the throttle closed the computer thinks the car is stopped
and trys to adjust the idle. Because the idle is being held up due to the
drive train motion the AIS motor effectively shuts down air flow to the
engine. When the clutch is disengaged the engine will will die because no
air is being allowed into the engine and the AIS can't react quickly enough
to prevent stalling. The engine will idle normally when restated.

Besides telling the the computer the truck is moving it also provides the
signal for total milage that is stored in the computer. In the case of my
Daytona the Trip Computer uses the signal to calculate the mpg, average
speed and trip distance functions. Also on my Daytona there is no speedo
cable (even though it is analog) the dash is totally electronic (I have
never checked on the Dakota).
