When I purchased my '93 4x2 Club Cab V-8 brand new, it had the filter
wrap on the paper filter that you are describing. I would assume that
all Dakota's came with this from the factory.

I would guess that it's function is to stop the big crustys (butterflies,
grasshoppers, leaves etc.) from lodging in the paper pleats of the
filter.

When I installed the K&N filtercharger at 15,000 miles, the paper filter
element and the pre-filter wrap in question were both relegated to
dumpster duty.
