I'll try to keep this auto related...

We've had visible smoke inspections here for at least five years.
No smokers in this area. I really notice when I travel to the
rural areas of the state and end up behind a poorly running car.
I also own a Triumph TR7 (it goes with my British roots), and
I'm very much aware of the fight to keep old cars (in the hands
of those that take care of them) on the road. There are
quite a few sympathetic politicians too.

I think that a great deal of the emissions control items are on
vehicles for people that never even raise the hood to check the
oil. It helps to keep the engine running clean even when it's not
maintained. Some of it is also to help reduce the extra emissions
during a cold start. I agree that most engines can run within
the emissions test guidelines if they are properly tuned,
regardless of extra emissions equipment. Luckily I found a station that
will pass a car regardless of equipment if the car passes the sniffer
and the visible smoke test.

Alright...I'm done for now. I'd be happy to discuss this with anyone
