If it's vacuum operated like the '92's are the first place I'd look is at
the vacuum lines to the vacuum motor on the front axle, the accumulator
(looks like a toilet tank float, the '92's have them either under cab in
front of the gas tank or in the engine compartment), or the vacuum motor.

On the '92's you can see the lever that operates the coupling between the
inner and outer axles. If you can get it up on a rack or jack stands so
that all four wheels are off the ground, fire it up, move the lever to 4
Hi let out the clutch and see if the lever on the vacuum motor moves. If
it does it might be the coupling that slides to connect the inner and
outer axle halves.
