HELP, Antilock brake problem on 89 Shelby Dakota

Help, my 1989 Shelby Dakota has an antilock problem!!!!!! Under normal
driving every thing is a o k, but when you have to make an emergence
stop, the back wheels will lock up and slid. I have rebuild the back
wheel cylinder, new brake shoes and pads, new rotars check antilock ring
in the rearend (ok not loose), check and clean the speed senor (puts
off electric current and there was know metal chips on it), new rearend
lube, replace the antilock brake control Module and it still slids

The main components are speed senor, antilock brake control Module,
pressure limiting valve.

I have not try the valve because its about $100.00 but this will be next
on my listed

I need to know are these Brakes true Antilock or just called Antilock
and there is know fix
