Jon,
        I had the same thing on my '96. I just had the dealer fix it under the
warranty. All they did was replace both rear brake cables. If your out
of the warranty, you could try a light oil on the cables and soak them
good. Might help, you may want to use a penetrating oil first. I also
recommend removing the cables and working them by had as you will get
more travel in the cable and will help loosen them up.
