Your emergency brake cable is sticking, cousing your rear brakes to stay
applied. Your only recourse is to replace the cable. Other than that
you could take off the rear rotor and pull the cable back, but this will
only be a temporary fix until you reapply the brake. Most state
inspections require a working emergency brake, so replacement will
probably be necessary. When you get the new cable, apply the brake
every time you park, this will help prevent the cable from corroding and
becoming stuck again.

p.s. Some garages can "fix" a stuck emergency brake cable by applying
electricity from a battery charger to each end of the cable. The cable
heats up and frees itself from the outer plastic casing. never actually
seen it done though.
