The cables only costs $20-$25 each at places like pep boys. Why mickey mouse
it. For the amount of time it would take you to remove, soak it, and play
with it to free it up, you could go to the auto parts store, buy a new cable
and install it.

I had the same thing on my '96. I just had the dealer fix it under the
warranty. All they did was replace both rear brake cables. If your out
of the warranty, you could try a light oil on the cables and soak them
good. Might help, you may want to use a penetrating oil first. I also
recommend removing the cables and working them by had as you will get
more travel in the cable and will help loosen them up.
