I have always suspected that the open element air cleaners were
somewhat overkill in that they could deliver more air that the engine could
handle. The question is, how much can you enclose and restrict them
before you start losing power?

Sean Meldrum's homepage has the formula for figuring out what size air
filter (of a given type) an engine (of a given size) will need to get all the
air that it needs to operate at a certain rpm. Check it out. It's in the "Hot
Rod Math" section of his page.
