Probably for the same reason that congress passes laws while exempting
themselves from their constraints. There are many people at all levels of
government who feel that they are above the law.

In NY, the back window doesn't matter as long as you have side mirrors, same
for any windows on the side of the car behind the driver. The side windows
beside the driver must have at least 70% (or 75%, I forget) light transmittance.
I think the same number applies for the front windshield, though you're allowed
a non-transparent strip at the top. I don't remember how big it can be;
6 or 7 inches, I think.
