Can anyone recommend a good lockable weatherproof tool-cargo box for
Daks?
The black plastic type, good quality, but not too pricey? Do these
anchor
to the bed somehow to prevent theft?

     this one will only fit up to '96 without some installation savy.
It installs by putting 2 plastic inserts into the front bedrail
stakepockets, these act as anchors for either end of the toolbox. The
toolbox is dropped onto the inserts, and 2 large screws are put throught
the box from the inside out, screwing them into the part of the insert
that is inside the stakepocket, making it impossible to remove the
screws unless the lid is unlocked and open.
